Idioms 2.0

I believe strongly that a good knowledge of idioms is a measure of literacy.

Today, on MSNBC, I heard an experienced reporter use the expression “Tote the line.”
I am sure she meant “Toe the line.”

Why did she not know that? Should she have learned that at Harvard?
